The Global Digital Intelligence Talent Development and Innovation Base (hereinafter referred to as the "Digital Intelligence Base") was officially established in July 2025. It is a joint project of the Shenzhen Municipal Human Resources and Social Security Bureau, Huawei Technologies Co., Ltd., and Shenzhen Talent Group, dedicated to creating a world-leading benchmark platform for digital intelligence talent cultivation. The Digital Intelligence Base is operated by Shenzhen Digital Intelligence International Talent Development Co., Ltd. (hereinafter referred to as "Digital Intelligence International"), a wholly-owned subsidiary of Shenzhen Talent Group, and simultaneously manages Huawei's "Starry Sky Joint Innovation Laboratory."

Phase I of the Base will focus on building three major training platforms: the Ascend Training Center, the HarmonyOS Training Center, and the Next-Generation Connectivity Technology Center. It boasts 7 training classrooms, 10+ training scenarios, and 40+ training programs, constructing a closed-loop digital intelligence talent development system encompassing "enrollment—training—certification—employment/entrepreneurship—standard output," with a planned annual training capacity of 15,000 people. Phase II will expand to 40,000 people annually, striving to cultivate over 200,000 high-quality digital intelligence talents during the 15th Five-Year Plan period.
